The need to tackle the impacts of transport on the environment remains of primary importance to government, transport authorities, operators and communities alike. This is highlighted by reviews of European and National air quality strategies and the requirement that all major schemes and strategies are accompanied by a strategic environmental assessment.

These issues have been embodied in UK national legislation in the form of Local Agenda 21 targets, local transport plans and air quality action plans. Not only is local air quality a continuing problem in many areas, but there is a growing realisation, many years after the Kyoto and Rio agreements, that further action needs to be taken to include action on greenhouse gas emissions within the mainstream assessment of transport schemes.

Environmental impacts, particularly those associated with climate change, cannot be seen in isolation from the choices made in relation to future energy sources for transport applications, where again European and National energy policies have been and continue to be a matter for review.
