Road user charging and workplace parking levy are both fiscal measures that can be used to influence traffic demand. Road user charging (RUC) involves charging drivers directly for road use - particularly at congested times and places. In urban areas, it is sometimes known as congestion charging. A workplace parking levy (WPL) scheme involves charging employers a levy related to their provision of parking space for workers and business visitors. This levy may be passed on to employees.
