The
need to tackle the negative impacts of transport on air quality and energy
consumption is imperative. Wide scale global concern about these issues has
led to commitment from international governments to prevent climate change
(Kyoto agreement), encourage sustainable development (Rio agreement) and reduce
the pollution contributions that harm health (e.g. EU directives). These agreements
have been embodied in UK national legislation in the form of local Agenda
21 targets, local transport plans and air quality action plans.
